Larry Charlton has worked in the transportation industry for
more than 25 years—having served in the United States Air Force
where he commanded military and civilians in vehicle maintenance,
operations and logistics. As a civilian Larry was a shipping and
receiving manager for Roadway, McFrugals and Pima Gro. He has been
with the University of California, Riverside since 1995 where he is
the Fleet Services Manager. .

Chris Hoffman
is the Fleet Manager for Oklahoma State University and
President-Elect of the National Conference of State Fleet
Administrators (NCSFA). He received a Bachelor of Science degree in
Business from Oklahoma State University and is currently completing
a Political Science Masters Degree in the Fire and Emergency
Management Program at OSU.

Jeannie Wilson
is Fleet General Services Manager at the Missouri Department of
Transportation’s Central Office. In this role she has been
instrumental in developing and implementing

Gene Reed
has had a lifelong interest in anything associated with the
automotive field. His first job was washing cars at a local
Chevrolet dealership while in high school. He began his career as a
preventive maintenance technician earning his ASE certification in
most areas. He advanced to Service Manager while also managing both
the Parts Department and the Body Shop as well. He was inducted
into the Only The Best Club during his tenure as Service
Manager.

Scott Madsen
with the State of Colorado has over 30 years of fleet management
experience in both private and public sectors. In the 1970’s he was
Project Director at AT&T for the nation’s first large fleet
information management system (MOVIMS), implementing the system
throughout all 23 operating companies of the then Bell System and
supporting the system for over 600,000 vehicles.

Kathi Croze
is the National Manager of Government Accounts for The CEI Group, a
service solutions provider for vehicle accident, risk management and
safety services. She joined CEI in 1991 as the Western Region
Account Manager and has moved from the corporate market to the
government market as her primary area of responsibility.

Cindy Dixon
possesses a Bachelors in Business Administration from Lincoln
University and a Masters in Public Administration from University of
Missouri – Columbia. Cindy has been the State Fleet manager for the
State of Missouri for the past five years of her 15 years of service
for the State of Missouri. Cindy is an experienced speaker at the
NCSFA conference and brings years of fleet administrative experience
with her as she serves on the 2008-09 NCSFA Executive Committee.
Barb Bonansinga manages State of Illinois fleet activities
from acquisition, repair and maintenance, to leasing, fuel and up to
disposal for 12,200 vehicles. Her career started in automobile
dealership service management after completing coursework in
automotive mechanics. She has a Bachelors degree in Communications
and entered state government fleet in 1984.

Jackie McCloughan
currently serves as the fuel services manager with the State of
Idaho in the Idaho Department of Transportation. Many of the
long-time NCSFA members will remember Jackie's hard work as a committee member
for the host state of Idaho during the 2005 conference at the Coeur d' Alene
Resort.
Bill Weston
is Manager of the State Motor Pool for the State of Alabama. Prior
to his appointment to this position he served for over six (6) years
as Supply Officer for the Department of Finance managing Central
Supply for the State of Alabama. Bill retired as a Sergeant Major
(E9) from the U.S. Army with over 34 years of service.

Steve
Saltzgiver
is currently serving as Executive Director for the National Conference of State
Fleet Administrators (NCSFA) under an agreement with Mercury Associates
Incorporated which is North America’s largest dedicated fleet management
consultation company. Prior to joining Mercury Associates as a consultant,
Saltzgiver served 12 years as Director of Fleet Operations and Surplus Property
for the State of Utah in the Department of Administrative Services, where he
oversaw a diverse state-wide fleet of more than 10,000 vehicles and pieces of
equipment. In addition to his fleet responsibilities, Mr. Saltzgiver also had
accountability over the State’s mandated Surplus Property disposal operation.
Prior to joining the State of Utah, Mr. Saltzgiver served as a municipal fleet
manager at the City of West Jordan (suburb of Salt Lake City) and as a
supervisor with Utah Transit Authority. Saltzgiver is a respected public
speaker, teacher and author in the fleet management community who has over 30
years experience in the fleet management and public transit industries.
Moreover, Saltzgiver holds a Bachelors of Science degree in Business Management
(BSBM), a Master of Arts degree in Organizational Management (MAOM) and a
various array of fleet industry and management certifications.
